Place unobtrusive wallmount touchscreen computers at establishments around town where wireless (WiFi?) networks are available. The computers would frequently update a collection of adoptable dogs. Information about these dogs would be shown in a rotation. Users could stop the "slideshow" anytime to get more information about a specific dog or to browse the list or search for specific dogs.

The cost for an appropriate panel computer is around $1000. Installation would involve securing to a wall and connecting to power. Some locations might require registration to use their wireless networks. Power usage would be low so the cost to the host would be trivial.
